PLANNER II - COOK COUNTY DEPT OF TRANSPORTATION AND HIGHWAYS

Job Summary

Under the direction of Highway Engineer III, IV, V, or Senior Project Engineer, performs a variety of engineering tasks in one or more areas of planning, design, or construction of transportation projects. Assumes primary responsibility over assigned projects and tasks.  Coordinates with project team, government agencies, utility companies, residents, businesses, industry professionals, and external vendors to achieve project goals. May perform other duties as assigned.

Posting Salary: $58,608 - $64,755/YEARLY

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor’s Degree is required. 

  • One (1) year of professional work experience as a Grant Writer; Research Analyst; Economic Development Specialist; Community Development Specialist; or Urban Planner is required.

  • Possession of a valid driver’s license is required.

Preferred Qualifications

  • Graduation from an accredited college or university with a Master’s Degree in Urban Studies, Urban Planning, Transportation Planning, Public Administration, Sociology or Political Science is preferred.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

Knowledge of existing Federal and State grant programs for urban areas which may include transportation; community and economic development; environmental assessment and remediation; or housing issues.  Knowledge of planning theory, policies, principles and practices respective to transportation planning.  Excellent organizational, written and oral communication skills.  Skill analyzing US Census data, social and economic statistics, and interpreting the information as it relates to planning issues, proposals and programs.  Skill creating databases, graphics and maps.  Ability to think logically, draw conclusions and provide recommendations.  Ability to read, understand and interpret maps and graphics.  This position requires moderate to extensive travel to work assignments throughout Cook County.

Applies engineering principles and practices with minimum technical supervision.  Assumes responsibility over assigned work projects and plans and assists in the supervision of the work performed by other technical and support staff assigned to projects; prepares progress reports and communication material concerning established goals and objectives.  Coordinates with project team, government agencies, utility companies, residents, businesses, industry professionals and external vendors to achieve project goals.  Performs other duties as assigned.

Posting Salary: $82,825 annually

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor’s Degree in Civil, Construction or Electrical Engineering is required.

Preferred Qualifications

  • Professional work experience with transportation projects is preferred.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

Ability to effectively communicate both orally and in written formats to internal and external entities.  Knowledge of professional engineering principles and practices for preparation of plans, specifications, contracts, estimates, technical analyses and reports.  Familiarity with departmental policies and procedures, State and Federal Highway policies, principles, programs and regulations.  Ability to handle several routine assignments or to coordinate elements of a single assignment.  Ability to assume total responsibility for completeness and accuracy of assigned projects.  Ability to exercise considerable judgment and initiative in applying professional engineering principles to complex and extensive projects.  Ability to control and provide careful checking of the many engineering calculations.  This position occasionally requires travel to work assignments throughout Cook County for which the employee must provide his/her own means of transportation.

TRAFFIC ENGINEER - STANLEY CONSULTANTS

  • Background Requirements

    • Requires a minimum of a Bachelor of Science in Civil Engineering; Master of Science in Civil Engineering is a plus

    • Requires at least 4+ years of relevant experience in traffic engineering, transportation planning, and/or Intelligent Transportation Systems

    • Requires an Illinois Professional Engineer (PE) license

    • Professional Traffic Operations Engineer (PTOE) certification is a plus

    • Familiarity with the Manual on Uniform Traffic Control Devices (MUTCD) and the AASHTO Green Book

    • Direct experience with DOT, local county, municipal, and/or developer driven transportation and traffic project preferred.

TRANSPORTATION PROJECT MANAGER - DUPAGE MAYORS AND MANAGERS CONFERENCE (DMMC)

Description of Responsibilities

The Transportation Project Manager coordinates transportation planning and programming activities on behalf of DMMC members, assists with project management on regional studies, provides assistance to members in preparing transportation grant applications for federal and state programs and acts as a liaison for members to various federal, state, county and regional transportation agencies. The responsibilities include, but are not limited to, the following activities:

-Represent the needs of DMMC members to the Chicago Metropolitan Agency for Planning (CMAP), the Illinois Department of Transportation (IDOT) and other transportation and planning agencies.

-Manage the Surface Transportation Program (STP) for the DuPage Council of Mayors, including oversight of project funding and implementation.

-Monitor transportation programs including the Congestion Mitigation & Air Quality Program (CMAQ), the Transportation Enhancement Program (ITEP), Transportation Alternatives Program (TAP), Local Technical Assistance Program and the Community Planning Program to ensure municipal access and understanding.

-Assist with managing various DMMC led initiatives, including the promotion, implementation and updating of the DMMC Multimodal Transportation Plan.

-Disseminate information to DMMC membership via the monthly transportation committee meetings.

-Prepare agendas and minutes for various committees.

-Perform other duties as assigned by the Executive Director and Deputy Executive Director.

Qualifications

A bachelor’s degree in urban planning, public administration or a related field from an accredited college or university is required. Master’s degree preferred but not required. A successful candidate for the position will also demonstrate the following knowledge, skills and abilities:

-Strong ability to express oneself clearly and concisely both verbally and in writing.

-Solid organizational skills, including the ability to work independently.

-Work as part of a strong team

-Proven ability to follow oral and written instructions.

-Excellent interpersonal skills, especially with elected and appointed local government officials and transportation professionals.

-Working knowledge of federal and state transportation, environment, and economic development programs and agencies is a plus but not required.
